GGR is the Virginia Racing Commission's monthly "Wagers on Historical Horse Racing" section, its "Takeout" line (handle minus payouts to bettors, before the fund distributions below it). Tax paid is the section's "License Tax" line plus its two "Locality Tax (Facility)" and "Locality Tax (Track)" lines, combined. Covers HHR terminals at Rosie's Gaming Emporium locations and Colonial Downs. Only available from April 2024 on -- earlier monthly filings are scanned images with unreliable OCR, and filings from January 2026 on are either scanned images again or missing the Commission's own HHR section, so neither era is recorded.
