AI outlook · Oct 12, 2026

Wyoming's 2026 session produced only three gambling bills, all now law. They modernized lottery payments, tightened social gambling and charitable raffle standards, and gave local governments more control over historic horse racing simulcasting. No expansion of online casino, retail sports betting, or other verticals advanced.

What to watch: The 2027 regular session begins in January 2027. Watch whether lawmakers take up retail sports betting, iGaming, or further HHR rules now that the local-approval framework is in place.

AI summary · Oct 12, 2026

The act narrows the social gambling exception to private, non-advertised games among people with a bona fide social relationship, and adds a 100% net-proceeds requirement for charitable raffles.

Next: None. The act is in effect as of March 6, 2026, and enforcement now relies on the new definitions.

Actions (20)

This act revises the exceptions to the offense of gambling by:Limiting the exception for social gambling to those games, wagers or transactions that are incidental to a bona fide social relationship and that are conducted in private, not advertised, and in which no person receives compensation for facilitating the activity other than the direct realization of winnings.Specifying that raffles or drawings conducted for charitable purposes are an exception only when one hundred percent (100%) of the net proceeds are allocated to charitable purposes. This act revises the definition of "profit" to mean any financial gain. This act creates a definition of "bona fide social relationship" to mean a genuine social connection in which the participants have an established knowledge of each other that is not established for gambling purposes.
