Sports (online)LimitedJan 3, 2024Monopoly StateMobile/online sports betting is run by the Lottery as an extension of the same sports-lottery program as retail; BetRivers (Rush Street Interactive, selected by the Delaware State Lottery in Aug. 2023, replacing 888) is the sole online sportsbook operator, operating as the Lottery's exclusive mobile-wagering contract partner rather than as one of several independently licensed operators. Soft-launched Dec. 27, 2023 and fully live Jan. 3, 2024 at Delaware Park, Bally's Dover Casino Resort, and Harrington Raceway & Casino. No statute specific to mobile/online sports wagering was enacted; Delaware relies on the internet-gaming authority already created by the 2012 Gaming Competitiveness Act, which lets video-lottery agents offer "internet versions" of Lottery-run games, rather than separate mobile-specific legislation. House Bill 365 (2024) would have let each of the 3 casinos partner with up to 2 online sportsbook operators ($500,000 five-year license fee plus 18% of adjusted revenue) but died in the House Appropriations Committee in 2024 after the Lottery and BetRivers opposed it. BetRivers remained the sole operator as of October 2026.

50% OTHER (online)Jan 3, 2024No separate online/internet sports-wagering rate exists in statute: § 4815(c) splits revenue by licensee type (video lottery agent vs. other sports lottery agent), not by channel, and § 4815(e) (Internet gaming) covers only Internet video lottery/table games, not sports wagering. Since BetRivers' mobile platform operates under the Lottery's video-lottery-agent casino contracts, the same 50%-of-total-win split applies to online as to retail.[6]?
